A new bill introduced by Rep. Darrell Issa aims to remove the five-year limitation on awarding the Medal of Honor, allowing recognition for acts of valor that occurred decades ago. The Valor Has No Expiration Act seeks to honor heroes whose remarkable deeds may have been classified or kept from the public eye for years.
The proposed legislation builds upon the 1996 National Defense Authorization Act, which waived the five-year timeframe but only for actions between 1940 and 1990 related to classified intelligence activities. Issa’s bill would eliminate such restrictions and broaden the criteria to include classified acts or those previously undisclosed to the public.
The inspiration behind the bill stems from the heroic actions of Naval aviator Capt. Royce Williams during the Korean War in 1952. Flying a F9F-5 Panther fighter, Williams engaged in a fierce dogfight with seven MiG-15 aircraft despite being outnumbered and flying an aircraft deemed inferior. In a remarkable display of skill and courage, Williams downed four enemy planes during the 35-minute battle, a feat unmatched in U.S. military history.
Williams’ actions remained classified for over five decades, rendering him ineligible for the Medal of Honor. Rep. Issa highlighted Williams’ extraordinary bravery, emphasizing that acts of valor should not be constrained by arbitrary timelines. The Valor Has No Expiration Act aims to ensure that deserving heroes, whether known or unknown, can be rightfully honored for their courageous deeds.
Issa underlined the significance of recognizing individuals like Capt. Williams, describing him as an American hero deserving of the highest accolades. The bill’s passage would pave the way for honoring unsung heroes whose remarkable contributions have long been shrouded in secrecy or overlooked.
By expanding the eligibility criteria for the Medal of Honor and removing time constraints, the Valor Has No Expiration Act seeks to uphold the timeless principle that valor knows no bounds. It underscores the importance of commemorating acts of heroism that transcend generations and deserve enduring recognition.
